In Internet Explorer, this is done from the Tools>Internet Options> menu. Select the Security tab, then click the "Custom Level..." button. Scroll down to Scripting (near the bottom) and select Enable (or at least Prompt--but you will probably find the Prompt mode more annoying than the popups you likely turned Javascript off to avoid).
In Netscape, go to Edit>Preferences and scroll down to Advanced>Scripts & Plugins. (You may have to double-click on Advanced to get its subheadings to show.) Once you have selected Scripts & Plugins, click on the Navigator radio button to turn Javascript on.
For FireFox, go to Tools>Options>Content and check the Enable Javascript checkbox.
Now you will be able to enjoy this page as it was intended to be viewed. (Simply press your browser's Reload button.) If you wish, you can reverse the process to disable scripting when you have left this site.
